To rotate the screen you can use the ChangeDisplaySettingsEx()-function.

LONG ChangeDisplaySettingsEx(
  LPCTSTR lpszDeviceName,
  LPDEVMODE lpDevMode,

  LPVOID lParam
);

  devMode.dmFields = DM_DISPLAYQUERYORIENTATION;
