    To rotate the screen you can use the ChangeDisplaySettingsEx()-function.

    LONG ChangeDisplaySettingsEx( LPCTSTR lpszDeviceName, LPDEVMODE lpDevMode, HWND hwnd, DWORD dwflags, LPVOID lParam );
